These Terms apply to all public information, notices, retained publications, issued material, associated routes, waiting areas, reception points, accommodation references, recorded guidance and related services made available through The Continuity Directorate.

1. PUBLIC ACCESS
Public access remains available where indicated.
Availability should not be interpreted as an instruction to attend, participate, remain, depart, wait, respond or otherwise alter existing arrangements.
The presence of an open door, illuminated sign, active screen, prepared room, functioning lift, maintained road, warm appliance or available seating shall not in itself constitute a requirement for use.
Existing facilities may continue to operate independently of attendance.
No conclusion should be drawn from this.
2. PUBLIC INFORMATION
Public information is provided for general reference.
Reasonable efforts are made to ensure that information remains legible, correctly positioned and available through approved routes.
Information may be displayed before it is required.
Information may remain displayed after it is no longer required.
Neither circumstance shall affect the validity of the information concerned.
Where information appears to anticipate a later event, this should be treated as an administrative convenience.
3. NOTICES AND CORRESPONDENCE
Notices may be issued in advance of, during, following or independently of the circumstances to which they relate.
A notice may therefore arrive before a recipient has identified the relevant matter.
This does not indicate error.
Where a notice appears to contain information already known to the recipient, the information shall remain valid.
Where a notice appears to contain information not yet known to the recipient, the recipient is not required to take any immediate action.
Correspondence may be retained even where no reply is received.
The absence of a reply should not be interpreted as an absence of consideration.
Further correspondence is unlikely to be necessary.
4. IDENTIFICATION AND RECORDS
Names, addresses, dates, reference numbers, previous locations and associated details may be retained for continuity purposes.
Records may include information supplied directly, inferred through ordinary use, generated through routine administration, carried forward from previous records, or otherwise retained where appropriate.
A record may continue to exist after its immediate purpose has concluded.
The continued existence of a record does not require the continued involvement of the person, place or matter to which it refers.
Existing records remain existing records unless superseded.
Superseded records remain part of the record.
5. SIGNATURES, FORMS AND CONFIRMATIONS
Forms may be completed in advance where sufficient information is available.
Where a signature, confirmation, receipt or acknowledgement appears to have been prepared before the relevant action has been undertaken, this shall not invalidate the document.
Prepared material may be regarded as provisionally complete until otherwise indicated.
A person is not required to repeat an action that has already been recorded.
Where an action has not been undertaken but has nonetheless been recorded, the record should be treated as pending review.
No separate review request is necessary.
6. ROUTE GUIDANCE
Users should follow displayed signs, directional arrows, floor markings, public guidance, available lighting and relevant instructions.
Routes may change without affecting the intended destination.
Destinations may change without affecting the route.
In some circumstances, a route may return to a previous point of access.
This should not be interpreted as a failure of guidance.
Where an exit is indicated, the indicated exit shall remain the appropriate exit regardless of previous entry arrangements.
Where the same route appears to be offered more than once, users may continue to follow the available instruction.
No alternative route is required.
7. WAITING ARRANGEMENTS
Waiting areas may be provided for convenience.
Seating, refreshments, counters, ticket points, public information displays and associated facilities may remain prepared between periods of use.
The continued availability of a waiting area shall not indicate that a service is delayed.
The absence of visible attendance shall not indicate that attendance is not expected.
Where waiting is advised, waiting may continue until guidance is revised or no longer required.
Where no revised guidance is issued, existing guidance should remain in effect.

8. ASSESSMENT SERVICES
Assessment services may be provided where required.
Assessment may include, but is not limited to, review of movement, timing, speech, hand position, recorded response, stated preference, prior activity, environmental tolerance and general suitability for continued participation.
Assessment outcomes may be communicated through ordinary language, congratulatory language, operational language or no language at all.
The absence of an outcome should not be interpreted as an incomplete assessment.
Understanding is not required for an assessment to proceed.
Questions may be recorded for later reference.
No further action is required unless further action becomes necessary.
9. OBJECTIVES AND CONTRIBUTION
Objectives may be identified, adjusted, completed, revised, withdrawn or fulfilled without separate notification.
An objective may be regarded as complete where the relevant outcome has been achieved, recorded, anticipated, transferred, replaced or no longer requires active attention.
Contribution may be acknowledged without requiring continued contribution.
Where objectives have been met, users may proceed to the next section.
The next section may be physical, administrative, recorded, implied or otherwise available.
A completed objective does not create a requirement for replacement objectives.
Existing work may continue without further attendance.
10. FACILITIES AND INFRASTRUCTURE
Public facilities may remain open, lit, maintained, heated, cleaned, stocked, monitored and available for normal use.
This includes, where applicable, roads, service areas, accommodation, reception points, public rooms, car parks, pedestrian routes, entrances, exits, seating areas, broadcast equipment, weather displays, vending equipment and domestic appliances.
The operation of a facility should not be interpreted as evidence of occupancy.
The illumination of a facility should not be interpreted as evidence of observation.
A road may continue to operate regardless of the number of journeys currently taking place upon it.
A journey may be retained as distance, time, route, weather, registration, footage or other ordinary record.
No additional meaning should be assigned.
11. WEATHER AND EXTERNAL CONDITIONS
Weather information may be provided for general reassurance.
Weather may continue independently of public use.
Rain, wind, temperature, cloud cover, sunlight and associated conditions shall not invalidate existing guidance.
Street lighting may remain illuminated after observation has ceased.
A forecast may remain available after the relevant weather has passed.
The continued operation of a weather display should not be interpreted as confirmation that any person has arrived, departed or remained indoors.
12. MEMORY, RETENTION AND ASSOCIATED MATERIAL
Certain information may be retained for the purpose of maintaining continuity.
Retained material may include photographs, tickets, receipts, street names, former addresses, recorded voices, domestic arrangements, weather conditions, occasions, dates, songs, objects, conversations and other details that may reasonably be required at a later stage.
The relevance of retained material need not be immediately apparent.
Material may remain preserved even where the circumstances surrounding it are no longer available for direct confirmation.
A remembered event may be held in a form that differs from the original experience.
This does not affect its retention status.
Where a detail has been retained, users are not required to carry that detail personally.
13. TEMPORARY NON-ATTENDANCE
A person may delay attendance, response, departure, confirmation, decision-making, domestic activity or other ordinary action where appropriate.
Temporary non-attendance shall not be treated as refusal.
Refusal shall not be treated as permanent.
A delayed action may remain available until it is completed, no longer required, or superseded by a later available action.
Users are not required to begin the day immediately upon its availability.
Users are not required to close a view merely because it remains open.
Where an action is not yet required, it may continue not to be required.
14. ACCOMMODATION AND PREPARED ROOMS
Rooms may be prepared in advance.
Prepared rooms may include maintained temperature, folded linen, operating televisions, stocked refreshment areas, available lighting, arranged seating, active doors, functioning locks and other ordinary provisions.
The preparation of a room shall not imply that it has been requested.
A room may remain ready until required or no longer required.
A room may be available for one person, several persons, no person or a future person without amendment to existing arrangements.
Accommodation systems remain available where stated.
15. TELEVISION, ANNOUNCEMENTS AND AUTOMATED GUIDANCE
Television broadcasts, public-address messages, recorded instructions, weather reports, customer-service announcements and similar guidance may be provided automatically.
Automated guidance may continue in the absence of a listener.
A message may be warm, practical, reassuring or incomplete.
A message need not receive a response in order to remain valid.
Where a message is interrupted, the uninterrupted portion should be treated as sufficient for ordinary purposes.
Static, delay, repetition, silence and low-volume broadcast material do not invalidate existing guidance.
16. COMMUNICATIONS AND FEEDBACK
Feedback may be received, logged, acknowledged, categorised, retained, routed, reviewed or generated automatically.
The absence of a human response should not be interpreted as a lack of response.
A response may be generated before the relevant communication has been fully expressed.
Where a response is not immediately useful, it may remain on file for future use.
Calls may be important regardless of whether a reply is available.
Please hold.
17. PUBLIC ROOMS AND ORDINARY CONVERSATION
Public rooms, reception areas, waiting rooms, meeting rooms, corridors, pubs, offices and associated spaces may remain available for ordinary use.
The continued presence of furniture, clocks, bells, counters, radiators, blinds, doors and carpeted corridors shall not imply that a reply will be provided.
A statement may be made in a room without requiring the room to react.
Silence does not invalidate existing guidance.
Where no reply is received, the original statement may remain valid.
No additional statement is required.
18. MANUAL INTERVENTION
Certain minor tasks may remain suitable for manual completion.
These may include adjustment, repair, handling, positioning, fastening, alignment, maintenance, correction or other work of limited scale.
Manual activity does not require prior approval where no approval route is available.
A completed task may remain unrecorded.
An unrecorded task may remain complete.
The absence of acknowledgement, measurement, certification or subsequent use shall not affect the fact that the task occurred.
Minor variations from standard alignment may remain acceptable where they do not interrupt scheduled activity.
19. REQUIREMENT STATUS
A person, object, task, room, route, record, facility or service may be required, not required, previously required, conditionally required, retained for reference, scheduled for future use or no longer required.
Requirement status may change without affecting the dignity of prior involvement.
Where a service continues without a person’s direct participation, the service should be regarded as continuing normally.
This is not intended as criticism.
No personal action is necessary unless specifically requested.
20. CLOSURE OF FILES
A file may be closed where sufficient information has been retained.
Closure does not indicate destruction.
A closed file may remain accessible for reference, review, continuation, amendment, reclassification, reinstatement or archival purposes.
Where a file is complete, the relevant matter may continue independently.
Users are not required to remain present for this to occur.
21. EXTERNAL FULFILMENT
Certain material may be made available through independent suppliers, distributors, payment providers, carriers or other external services.
Where this occurs, the relevant external provider’s terms shall apply to the transaction concerned.
The Continuity Directorate does not administer external payment or delivery arrangements directly.
External services may continue to operate according to their own schedules.
The existence of external fulfilment should not be interpreted as an amendment to these Terms.
22. REVISION AND CONTINUITY
These Terms may be revised without replacing previous versions.
Previous versions shall remain retained for continuity purposes.
Where a later version differs from an earlier version, both versions may remain valid in relation to the periods during which they were available.
References to yesterday, today, tomorrow, later, earlier, soon or eventually include equivalent administrative periods where appropriate.
The continued operation of a kettle should not be interpreted as evidence of attendance.
The presence of a coat on a chair should not be interpreted as confirmation of return.
23. FINAL PROVISION
Where interpretation becomes uncertain, the interpretation most consistent with continued continuity should normally be preferred.
Existing facilities remain available.
Scheduled activity will continue.
Associated records have been retained.
No further action is required.
